This Act is why every vehicle on a Zimbabwean road carries a registration number and a current licence disc. It makes registration compulsory, sets how a change of owner or address is reported, and requires the vehicle licence to be kept current and displayed.
The deadlines are short. When a vehicle is sold, the new owner registers the change of ownership within 14 days and the seller tells the registering officer within 14 days. A change of permanent address is also registered within 14 days.
Driving without a current vehicle licence is an offence, and so is failing to display it. The fees and forms are set by the 1999 regulations, whose fee table was last replaced in January 2026.
