At the entrance to a road or a carriageway that cycles may not use, often where a cycle track has been provided alongside.
What to do
On a bicycle, take the other route: where a cycle track is provided you are required to use it. Driving, do not read the sign as permission to stop looking for bicycles at the junctions either side of the stretch.
